NIMH transforms the understanding and treatment of mental illnesses through basic and clinical research. SAMHSA leads public health efforts to advance the behavioral health of the nation and to improve the lives of individuals living with mental and substance use disorders, and their families. In Jordan, planning for theinitiative received high-level engagement from national authorities, leading toa review of the national Mental Health and Substance Use Action Plan, and theadjustment of national mental health priorities to match the global agenda. None of the countries I studied closed hospitals before expanding community services – in fact, they required the former to help finance and administer the latter.
